Abstract
In terms of the electricity system, a prudent energy policy should seek to balance the need for security of supply with the environmental imperative of lowering carbon emissions, within reasonable cost bounds. In pursuing these goals, Scotland will have to operate within a number of constraints. Firstly, there is the requirement to comply with broader policy imperatives at the UK, EU and international level. Secondly, there is the need to operate within a liberalised market context. Thirdly, the gradual depletion of primary energy sources can be expected to increase the risk of high prices in the short term, and will require more radical solutions in the longer term.
