Consultation on European Union (EU) proposals for a Revised Regulatory Framework for Electronic Communications Networks and Services: IET comments to the Department for Business, Enterprise and Regulatory Reform (BERR).
Abstract
The balance between local, EU and world regulatory regimes must be subject to review, but it is not clear that the proposals will improve this compared to the existing regimes. A more flexible and devolved framework that explicitly encourages innovation in regulation as part of the policy objectives would be advantageous. Furthermore, the existing regulatory regime is reasonably effective in the contemporary circumstances. Where greater influence is deemed necessary negotiation with national regulators should be employed.
