Consultation on “Social and environmental guidance to the Gas and Electricity Markets Authority”: IET comments to the Department for Business, Enterprise and Regulatory Reform (BERR).


Abstract

A new paradigm has emerged in the global energy sector demanding very different responses to those that have worked well since energy privatisation. Whilst it is necessary that GEMA remains independent of government, a continuing focus on a narrow cost minimisation remit would effectively block implementation of key UK and European Union (EU) policies relating to climate change. It would also leave decisions about energy security to the market when control of underlying resources is arguably moving away from the market towards national governments. The paradigm shift makes the issuing of new guidance essential.
